A New Professional Army for France
The White Paper, Planning, Programming, the Budget (Part 4)
Firstly because of the importance of the financial effort our country dedicates to Defence, secondly because of the duration of the manufacturing and life cycles of modern armaments and finally because of the existence of a national industry which guarantees our independence and requires a mid-term perspective, military expenditure has always been appraised from a long-term point of view.
Ideally, the budget allocated to the Armed Forces should be in absolute conformity with the annuities of a five to six year programme approved by Parliament. In turn, this programme should be coherent with the style of Armed Forces chosen by the President of the Republic within the framework of a fifteen-to sixteen-year plan. Planning can only be carried out within a geostrategic prospective which may be in the form of a White Paper.
The White Paper supplies geostrategic clarity.
Planning defines the style of Armed Forces 20 years in advance.
Programming establishes the evolution of the means of the Armed Forces over a six-year period.
The budget constitutes the annual financial envelope for the Ministry of Defence.
