CFSP : Appointment of the Head of EU Military Experts

The Secretary General of the Council of the European Union and High Representative for the CFSP, Dr Javier Solana, has today appointed Brigadier Graham Messervy-Whiting as the Head of the military experts seconded by Member States to the Council Secretariat.
The principle of the detachment of military experts from Member States to the Council Secretariat was agreed by the European Council at Helsinki in December 1999. The military experts will assist the Council in its work on the Common European Security and Defence Policy and will form the nucleus of the future Military Staff.
Brigadier Messervy-Whiting was born in 1946 and was commissioned into the British Army in 1967. He has served in both NATO HQ and the Military Staff of the WEU (where he was Deputy Director) and was the Defence Adviser to Lord Owen, EU Co-Chairman of the International Conference on Former Yugoslavia.
Brigadier Messervy-Whiting is expected to begin his work at the Council within the next few days.
