
Joint White Paper for European Defence Readiness 2030
This White Paper provides a framework for the Re-Arm Europe plan, laying out the case for a once-in-a-generation surge in European defence investment. It sets out the necessary steps to rebuild European defence, to support Ukraine, address critical capability shortfalls and establish a strong and competitive defence industrial base. For the short term, this White Paper lays out concrete options for collaboration among Member States to urgently replenish their stocks of ammunition, weapons and military equipment. This is also essential to maintain and enhance military support to Ukraine. As the White Paper outlines, support for Ukraine is the immediate and most pressing task for European defence. Ukraine is currently the frontline of European defence, resisting a war of aggression driven by the single greatest threat to our common security.
