De nos jours, nous n’avons officiellement plus d’adversaire déclaré et tandis que nous nous affirmons attachés à notre indépendance nationale, force est de constater que le carcan des frontières a éclaté et que la survie de notre collectivité s’inscrit dans un ensemble plus vaste que celui de nos limites territoriales. En outre, le caractère monstrueux des ravages que peuvent provoquer les armements modernes a fait de la guerre généralisée entre grandes puissances un non-sens politique ; l’emploi des armes s’en est donc trouvé sinon dévalué, du moins limité. En corollaire les menaces qui pèsent sur notre destin n’ont plus pour origine le seul poids des armes. Enfin, les notions de guerre et de paix se mêlent en de savants panachages de guerre froide et de paix chaude. La guerre culturelle trouve sa place dans ce bouleversement. […]
